Reviewing 

  • All received manuscripts are subjected to formal checks – on conformity to the journal’s policy and thematic priorities, technical requirements, on non-plagiarism (including self- plagiarism).
  • If a manuscript complies with the formal checks, the article is sent for review to two reviewers within two weeks after receipt by the journal. Authors are notified of manuscript’s submission for review.
  • Reviewers are appointed by the Editor-in-Chief.
  • For reviewing the journal engages acknowledged experts on the subject, who have published over the last three years on the related topics in refereed editions. Reviewers can be members of the Editorial Board or experts from various research institutions and universities.
  • Reviewing is carried out on a voluntary basis within one month after reviewers receive the manuscripts. A reviewer can refuse to review within one week from the moment of receipt of the manuscript and notify the journal.
  • Reviewing is strictly confidential.
  • Although peer-reviewing is double-blind, authors’ colleagues at their place of work or joint research are not invited for review.
  • In case of a conflict of interest, actual or suspicioned a reviewer informs the journal about it.
  • The reviewing is carried out in a form of answers to the questionnaire items according to formal features of the material and a summary conclusion containing a qualified assessment of the manuscript and reasonable recommendation for its acceptance for publication (unconditional or upon further revision) or rejection.
  • In the case of two positive reviews, the article after the author's revision (if recommended by the reviewers) and editorial is submitted to the editorial board, which decides on the publication of the article. The editorial board has the right not to approve the article even if there are two positive reviews from reviewers. In this case, the author is informed of the refusal to publish sufficiently motivatedsent a reasoned decision of the editorial board.
  • In case of negative reviews from both reviewers, the journal informs the author of refusal to publish sufficiently motivated. Upon receipt of opposing reviews, the decision about publication is made by the Editorial Board.
  • Сopies of reviews are available to authors upon a request.
  • The journal is committed to present the reviews to the Ministry of Education and Science of the Russian Federation upon request.
